公积金存款一年期利率上调 相当于发150亿利息红包   公积金存款利率上调 百亿购房红包来了   ◎每经记者 胡健   又一波购房福利来了。   2月17日,中国人民银行、住建部、财政部公布《关于完善职工住房公积金账户存款利率形成机制的通知》,决定自2月21日起,将职工住房公积金账户存款利率,由现行的按照归集时间执行活期和三个月存款基准利率,调整为统一按一年期定期存款基准利率执行。   《每日经济新闻》记者粗略计算发现,这相当于国家每年为公积金缴存者发了一个150亿元的“利息红包”。三部委称,调整不会推升整体利率水平,也不会影响住房公积金的正常管理运营。   调为一年期基准利率   我国建立住房公积金制度的目的,是由国家、单位、职工三方共同筹集资金,主要以发放低息住房贷款方式,帮助缴存职工解决住房问题。   三部委通知称,1996年以来,遵循“低来低去、保本微利”的原则,职工住房公积金账户存款按照归集时间区分利率档次,当年归集和上年结转的分别按活期存款和三个月定期存款基准利率计息,目前分别为0.35%和1.1%。   此次调整后,职工住房公积金账户存款利率将统一按一年期定期存款基准利率执行,目前为1.5%。   三部委认为,这既有利于保障住房公积金缴存职工获得合理存款收益,进一步提高住房公积金制度公平性和有效性,也有利于简化合并住房公积金存款利率档次,符合利率市场化改革的总体方向。   上海易居房地产研究院智库总监严跃进告诉《每日经济新闻》记者,该政策是希望通过提高公积金账户存款利率,激励更多人有意愿去缴纳公积金,体现的是公积金政策层面的思路变化。   他介绍说,在2014~2015年,国家重点是对公积金使用层面进行改革,而在2016年则兼顾公积金缴纳层面的内容。   此前几年房价处于上升通道中,公积金偏低的利率便引发过争议,有专家就表示:越来越多的人无力支付首付,买不起房,只能让公积金沉淀,甚至贬值。   “从经济效应来看,过去按照活期或三个月的存款基准利率进行利息计算,实际上对于公积金缴纳群体来说,没有太多诱惑力。”严跃进说,此次政策调整为公积金存款按照一年的定期存款利率进行计算,相当于政府鼓励工薪阶层积极缴纳公积金,并给予等同于理财性质的收益保障。不会推升整体利率水平   三部委称,此次调整是住房公积金收益和缴存职工存款收益之间的再分配,不会推升整体利率水平,也不会影响住房公积金的正常管理运营。   住建部联合财政部、人民银行披露的2014年全国住房公积金年度报告显示,2014年住房公积金缴存额12956.87亿元,比上年增长12.41%。截至年末缴存总额74852.68亿元,扣除提取后的缴存余额37046.83亿元,分别比上年末增长20.88%和16.97%。 记者粗略算了一笔账,假如将年末扣除提取后的缴存余额来计算,此次公积金存款利率调整相当于为公积金缴存者发了一个150亿元的利息红包。另根据三部委报告,2014年全年增值收益677.02亿元,比上年增长26.09%。   根据严跃进的计算,如果将单位缴存到个人公积金账户的部分也计算在内,以个人缴存部分为本金的话,职工账户内可获得不低于3%的稳定收益。   但他也分析说,从公积金实际增加的利息来看,由于目前整个存款利率降低到历史的底部,所以增加的份额不会太多。“当然,扩大个人公积金收益增值并非改革的主要方向,其本意是做大公积金资源的资金池。”   中央国家机关住房资金管理中心近日还发布公告,暂停受理个人住房贷款政策性贴息申请。   个人住房贷款政策性贴息,是指中央国家机关住房资金管理中心与商业银行合作,对符合贴息条件的商业性个人住房贷款借款人,由资金管理中心在批准的贴息额度内,按照商贷和公积金贷款的利息差向借款人补贴利息。   根据最新公告,自2016年2月14日起,暂停受理个人住房贷款政策性贴息申请,目的是为更好地支持缴存职工使用住房公积金个人贷款购买自住房。 进入【新浪财经股吧】讨论相关的主题文章:
